What is LA Flex?

LA Flex (Local Authority Flexible Eligibility) is an extension of the ECO4 scheme. It allows local councils (Local Authorities, or LAs) to identify households that might not qualify under the regular ECO4 rules but still need help. It gives councils the flexibility to define their own criteria for eligibility.

How do LA Flex and ECO4 work together?

ECO4 focuses on specific groups, like people receiving certain benefits (e.g., Universal Credit, Pension Credit).
LA Flex helps households that may not be receiving those benefits but still struggle with energy costs, such as people with low incomes, the elderly, or those with health issues worsened by cold homes.

Example:

You might not qualify for ECO4 directly because you don’t receive specific benefits. However, under LA Flex, your local council might consider your situation (low income, health conditions, etc.) and still allow you to get help.
